MOI launches “Extended Voluntary Reporting of Overstay Aliens Program”

Q&A for the “Extended Voluntary Reporting of Overstay Aliens Program” launched by the Ministry of the Interior (MOI)
1. Purpose, promotion time, implementation time, and applicability of MOI’s “Extended Voluntary Reporting of Overstay Aliens Program”
A: In response to Taiwan’s epidemic control policy, to avoid overstaying aliens from becoming the loophole in epidemic control, MOI will launch the “Extended Voluntary Reporting of Overstay Aliens Program”. The Program’s will be promoted during March 20-31, 2020 and implemented during April 1-June 30, 2020 (for a term of 3 months). During program promotion, penalties will be exempted. The Program applies to all overstaying tourists/residents (including lost-contact migrant workers).
2. How will MOI treat “Voluntary reporters” during the “Extended Voluntary Reporting of Overstay Aliens Program”?
A: Overstaying aliens turning themselves in Voluntaryly will be exempted from detention. The National Immigration Agency (NIA) may exempt the no-entry period (period of denial) of overstaying aliens or nationals of mainland China and residents of Hong Kong and Macau and will charge the minimum mandatory fine of NT$2,000 according to the Immigration Act.
3. How can overstaying aliens (including lost-contact migrant workers) turn themselves in?
A: To turn themselves in, overstaying aliens can call the NIA Voluntary Reporting Hotline at 0800-024-881 or the 1955 hotline of the Ministry of Labor.
4. How will MOI treat the “caught overstaying aliens” after the “Extended Voluntary Reporting of Overstay Aliens Program”?
A: Overstaying aliens “caught” after the Program will be detained by law. Lost-contact migrant workers will be punished by a fine of NT$10,000. Other overstaying aliens will face a fine according to the length of their overstay. In addition, according to related provisions of the Immigration Act, overstaying aliens will be rejected from entry to Taiwan, or nationals of mainland China and residents of Hong Kong and Macau will be sanctioned by the period of denial.
